Senior HR Specialist – Classification
Statement of Work (SOW)
PURPOSE: The United States Capitol Police (USCP) is seeking professional services from qualified vendors with extensive experience in a full array of human resources services/programs, human capital management services related to the Officer of Human Resources (OHR), and professional acquisition and contract support related to the Office of Acquisition Management (OAM).
BACKGROUND: The United States Capitol Police (USCP) is responsible for protecting Congress, its legislative processes, members, staff, visitors, and facilities from crime, disruption, and terrorism. The Office of Human Resources (OHR) provides a full array of human resources and human capital management services to USCP for both sworn and civilian employees. These services include both operational and programmatic functions in areas such as staffing and position classification, employee/labor relations, benefits and retirement, compensation, personnel action and payroll processing, human capital strategy, and policy program development, and human capital strategic functions such as workforce planning, organizational development, performance management.
Place of Performance: USCP located on the 7th floor of the Fairchild Building, 499 South Capitol Street, SW, Washington, DC 20003.
Period of Performance: one (1) year base starting in August 2025 and four (4) Option years.
Schedule: Work shall be performed during normal business hours from 8:00 AM – 5:00 PM, Monday–Friday. Business may be conducted on Holidays, e.g., Columbus Day, Presidents’ Day, and Veterans’ Day.
Requirements:
Knowledge of HR principles, concepts, and practices, in implementing business objectives, strategic goals including position management and organizational design sufficient to resolve complex, difficult and unprecedented classification issues and proper crediting of factor levels and ultimate allocation of grade levels to positions.
Must possess subject matter expertise of the full range of federal position classification and position management and a wide range of other federal personnel management laws, regulations, executive orders, functions, theories, concepts, policies, practices, and techniques and the interrelationship of the various personnel disciplines.
Knowledge and ability to write position descriptions and evaluation statements.
Knowledge of the methods and techniques of fact-finding, analysis, qualitative and quantitative evaluation, and diagnosis, and concrete action plans to provide appropriate HR recommendations.
Must have technical recent federal experience minimum of seven (7) years of experience in staffing.
Degree in HR or related field strongly preferred. Must have subject matter expertise in Federal OPM staffing and merit promotion rules and regulations.
Knowledge of and ability to use the USA Staffing System sufficient to accurately assess the full functionality of the system and troubleshoot techniques to resolve problems (will train if needed, but strongly prefer hands-on experience).
Prior experience as an HR Specialist in the Executive or Legislative branch is highly desired/helpful.
Must have exceptional organizational skills and have the ability to juggle multiple priorities.
Excellent writing skills with specific attention to detail.
Excellent customer service skills. Flexibility with their approach to the delivery of work
Duties and responsibilities will include, but are not limited to, the following:
Provide classification services for the full range of the USCP pay plans to include: writing position descriptions and evaluation statements; conducting comprehensive desk audits and analysis around special studies when required; developing standard operating procedures; executing related special projects and; providing expert advice consultations and training on a variety of position classification organization issues.
Classification requests will include supervisory, non-supervisory, interdisciplinary, and mixed series positions. Position descriptions request should be classified using appropriate standards and guidelines and should have a completed Factor Evaluation Sheet (FES); Fair Labor Standard Act (FLSA) checklist; and properly prepared OF-08.
Conduct audits and paper reviews. Develop standard operating procedures.
Execute related special projects.
Provide expert advice, consultation, and training on a variety of position classification and organization issues.
Review organizational documents to ensure the organizational structure supports the requested title, occupational series, and grade of the positions.
The Contractor shall actively provide assistance which involves resolving or advising on complex problems and issues that typically require analyzing and/or troubleshooting a wide range of conditions.
Executive Sourcing and Recruitment
The contractor shall provide technical/ administrative support to USCP OHR in the processing or hiring of USCP directors and executives into USCP. The Contract will identify viable candidates who fit the target profile and are either actively searching for jobs or passively looking for new job opportunities.
Competency and Training Plan
Assist OHR in identifying and developing competency model for USCP sworn and civilian staff. Assist in developing consistent standards and processes for linking competencies to employee training. Assist OHR management in developing a standard Individual Development Plan tool that is associated with every employee that can be used to monitor and plan the attainment of sufficient training to meet necessary skills and capabilities associated with defined competencies.
